Proposal for the establishment of an FAA Recognized Identification Area (FRIA) at Zoeter Field
Public Announcement
Sky Harmony Foundation Proposes FAA Recognized Drone Flying Area at Zoeter Baseball Field
The Sky Harmony Foundation, a veteran managed nonprofit based in Seal Beach, is excited to announce its proposal to establish an FAA Recognized Identification Area (FRIA) at Zoeter Baseball Field on 12th Street. This designation would create a safe, supervised space for recreational drone flying and community aviation programs.
What is a FRIA?
A FRIA is a special area approved by the Federal Aviation Administration where recreational drones can be flown without Remote ID equipment, as long as they stay within the designated boundaries and follow established safety rules. FRIAs help promote safe, responsible, and community centered drone use.
Why Zoeter Baseball Field?
Zoeter Field is a well defined, open grassy area that provides excellent visibility and safe conditions for supervised recreational flying. The location is accessible to families, youth, veterans, and hobbyists throughout Seal Beach and surrounding areas.
Who Benefits?
Sky Harmony Foundation serves the community through:
• Youth STEAM education (science, technology, engineering, art, and math)
• Inclusive programs for uniquely abled and disabled youth and adults
• Therapeutic and skill building aviation activities for U.S. military veterans, including those recovering from PTSD
• Public demonstrations and aviation safety education
The FRIA would support these programs and provide a safe, structured environment for recreational flyers of all ages and abilities.
Commitment to Safety
Sky Harmony Foundation already holds FAA authorization to operate drones in this airspace under its Part 107 waiver. The organization maintains ongoing communication with Joint Forces Training Base Los Alamitos Tower and the Seal Beach Naval Weapons Station to ensure full coordination with local military aviation.
To avoid conflicts with military flight activity, all recreational flying and drone show formations will take place only after 5:00 PM, once military operations have concluded for the day.
Next Steps
Sky Harmony Foundation is working with the City of Seal Beach to complete the FRIA application process. Community members will be kept informed as the proposal moves forward.
